I think you will find all this is being driven by the Amateur League more so than the SANFL.

It is a good move by the SACA. They are heading in the right direction.

SACA makes money from membership, sponsorships and profits derived from cricket events at Adelaide Oval, plus 50% of non footy/cricket event profit through SMA. That's a basic version of it.
