Does anyone know if Gill gets a min. 2 year contract like the youngsters or does this not apply to him as he has been a Rookie previously?

The answer is no (warning: long PDF) for exactly the reason you anticipate. Even worse, Gill has been on a senior list before, to boot. See clause 10.3.
