Umpiring at the North V Norwood game

The umpiring was ordinary but didn't impact on the result, I have seen worse but it has been consistently ordinary for most of the year. The deliberate out of bounds was a joke in particular when they were too afraid to pay it on a number of other occasions.

The thing I don't understand about umpiring is we have rules. Why don't umpires just adjudicate on the rules instead of trying to interpret them? I mean, if a player is pushed in the back, pay a free. If a player is held without possesion, pay a free. All these rule interpretations are keeping umpires in two minds which is causing the mediocrity and inconsistency.
