Definitely the comment from someone that did not see the incident. This was not a case of a player creeping over the mark. The North player had run off the mark about 2 metres. Not just in a sidestepping motion like some do. It was a full on run. The umpire should have called play on and didn't and then gave a 25 metre penalty when Willo chased after him. Technically the umpire was right to pay the 25m penalty because he hadn't called play on, but the umpire was also completely incompetent for not calling play on.
