There's different sorts of tough so its a difficult question as there were many coaches who were tought but respectful of their players.
Darel Hart was very tough on some players and unfairly so IMHO.

I went to a lot of South games in 1985 for some reason (teenager and easy to catch the bus in to town) and Rick Davies actually turned them around after they lost the first 7-9 (can't 100% remember) games under Scott. From memory, they were considered a slight chance for the finals for a while. 86 and 87, I can't remember much of what they did until John Reid took over.

Davies' one year year at Sturt was a disaster but, in his defence again, a lot of things were going wrong at the club at the time.
