I doubt he meant it but what is implied in his comment is that the passengers on that actual real flight didn't do enough or could have in fact saved the plane

I think Mark was commenting on the lengths a parent would go to save their kids, rather than accusing the real passengers of anything. Maybe just using 9/11 as an example.
