I actually wonder if a sliding salary cap would work - those at the bottom of the ladder permitted to send a percentage more than those at the top to try and improve.
Might help when a bottom feeder wants to pick up a free agent, being able to offer slightly more - whereas at the moment all the free agents go to the best clubs it seems.

Hang on, Tassie team at best is still 5 years away
