I believe he is trying to say that immigrants are coming to Australia to have a child, so that they get $5000, which I believe wouldn't occur if they had a child in detention?

I haven't studied the legislation but I'd be surprised if a new settler would be eligible if they had children. There may be other entitlements,but I wouldn't have thought the baby bonus would be one of them.
