I think theres a difference between "refugees" and "boat people".

There are actual refugees that go through the right processes to come into the country legally.

There are also zero refugees that come here illegally

Technically true.
But there are others who claim to be refugees who try to enter the country before being authorised to do so via proper application processes.
(Yes, many of them have been accepted once here, but that may be because it is more difficult to say "No" once they are here.)
