I think it will only make players choose carefully their playing career for 3 years!
Plus it only takes a bad year (drought) on the land for the well to dry up for those country clubs. Bad position to be in if you are a first year player in the country and knowing full well you cannot return to the city for 2 more years.
Instinctively my suspicion is the Courts would take a very dim view of a by-law/regulation like that. Does not seem to be a reasonably proportionate restraint of trade
Would that mean paid players would have to declare payments as an income, they might not like that.
