The South Australian Amateur Football League structure will be reviewed next year. Chief Executive Mark Shadiac said it was possible geographically-based zones or conferences could be introduced to reduce costs and assist clubs with their budgets. "The issues we're having a look at are the costs associated with the changing economic climate like petrol and travel," he said. "Geography is something we will look at but we need to consult widely with clubs to see what their positions might be."
The economic downturn would impact on the competition and a new structure could ease the burden on clubs, players and volunteers. Shadiac said there would be no major changes to the competition for season 2009 but financial issues meant a review was needed. "There has been a proposal submitted but we feel it would be premature to embark on the implementation of that next year," he said. "We need to ask ourselves if there is a need and we also need to be mindful that amateur football is about social and sporting interaction across all socio-economic areas and across boundaries."

Would the league send up two teams from Div 4 South to replace them both, or would they send one from the south and one from the north up and consequently have an extra team in the south divisions?
Or vice versa?

i'd suggest lowest/highest from each geographical division unless highest was lower than say third
