No but the punishment is different if one or several are thrown and if instigated, retaliated or 3rd man in..
Coming in "all guns blazing" is only adding fuel to an already heated situation. I refereed Rugby League for several years and if a fight or what ever broke out was normally dealt with with a penalty against the instigator, sin bin for both involved and who ever was the next person to join the fight (and not break it up) would get sent for the remainder of the game and a trip to the tribunal..
Players quickly realised there was no benefit to their team in going all guns blazing and adversely had a negative impact on the side if they were on the sidelines and their team were one short.
