Not every club pays players to move up divisions.

Maybe not in the lower divisions, although we are starting to see more of it now, but certainly if you want to keep moving up divvys then you need to recruit more and more quality players, and the main reason they will come is some sort of incentives or payment
Its an argument that has raised its head quite a few times, I am personally very against player payments. I could not imagine having blokes next to me that were getting money to be out there. To me it defeats the purpose of why I play footy in the first place.
I understand the need to recruit players, we have struggled immensely in recent years but I would much rather have a club that is rooted in brotherhood, tradition and loyalty and lose most weeks than resort to cash payments for mercenaries whom I barely know and win most weeks. Different strokes for different folks I guess.
Our full forward is a classic example. He could play Div 1 or 2 if he wanted. Was offered a lot of money to move to CLG this year. He refused. One couldn't put a price on the respect and admiration he has earned because of that from his mates at the club. That, to me, is what makes a club successful.
