Its not really baffling, with 2 year age gaps the competition was too small to accomodate the number of kids looking to play. Since the change participation has increased.
There is an issue of the gap between the strong and the weak clubs. However, do you put that down to the management of the club or decisions made by the league?
My club wasn't a founding club of the competition but has managed to develop into the equal biggest club. Glenunga are also relatively new to the league and are growing at a steady rate. During the time other clubs have not developed or have diminished. It would seem that club management is the ultimate factor in determining clubs strength rather than these changes.
Also, for what its worth, its the clubs who decide which grades they want.
