That's how I interpret it?

That is if they go out of SAAFL, if a player is cleared intra SAAFL and have played mostly A Grade the previous year then they are worth 2 points.

why do blokes get a minus 1?

They get minus if they are a junior.

just because theyre currently playing bgrade, doesnt mean they dont have points to their name.
