They were given more than enough time to meet requirements.

Why on earth couldn't they have played in D7 with one team?

Because some clubs said no, a lesser number said yes and the rest abstained from voting...

Maybe SAAFL is reading marbles' thread but instead of waiting for more clubs to join & make 7 pure A grade divs they are culling clubs for 6 pure A grade divs.
