That's not how I read this:

(c) A player who has played a majority of matches for the Reserves (B Grade) Team but has also played any match in the Senior (A Grade) Team of a Club or Clubs in any Other League in the previous two playing seasons and is transferring from one Club to another Club within the same Affiliated League – will have a Player Points Rating of zero (0).


For the purposes of APPS, each division is treated as a separate "Affiliated League". Otherwise only Division 1 would accrue points and all the lower divisions would be 0 pointers to clubs outside of the SAAFL.

Read in conjunction with this:
9.5 Affiliated Leagues that have divisional competitions will consider each division as a League for the purpose of implementing the APPS.
means this is the clause in play:
(b) A player who has played a majority of matches for the Reserves (B Grade) Team but has also played any match in the Senior (A Grade) Team of a Club or Clubs in any Other League in the previous two playing seasons and is transferring from one Affiliated League to another Affiliated League – an additional one (1) point.

It does, but if they're transferring from B Grade at one club to play B Grade at another club, the points are irrelevant anyway.

The rule is there to stop lower-division clubs taking Div 1 fringe A-Graders for free, so to speak. I don't mind it in theory.

How do you figure that? It refers to teams within clubs not clubs within leagues

2. Transfers - Denials

With the transfer window opening on February the 1st on Sportingpulse, it is opportune to remind all of some re-occurring myths.

1. You cannot deny a transfer due to the player having club property i.e. Guernsey, shorts, polo

2. If the reason for denial is owes club money, the only thing that constitutes “owes club money” is subscriptions. For example: If the club lent the player $100 and he hasn’t paid it back, you can’t use that as the reason for denial.

3. If the players hasn’t paid subs for 4 years, you cannot claim 4 years’ worth of subs you can only claim one year and no more than 2 seasons ago

4. If the player has not played an official match for your club in the last two seasons, you cannot deny his transfer at all.

5. A player returning to a club in which he has previously played 25 matches cannot be included in the 3 player transfer limit.

10.11 A player who has no financial indebtedness or contractual obligation to their previous Member Club shall not be refused a transfer.
(a) If a player’s indebtness to a Member Club is player subscriptions, the amount owing shall only apply to the player’s year prior to the year in which they seek a transfer.
(b) A player who only played one (1) match for a Member Club in the year previous to the year in which they seek a transfer shall be exempt from paying any outstanding subscriptions from the previous year when applying for a transfer to another Member Club.
(c) A player who played two (2) or three (3) matches for a Member Club in the year previous to the year in which they seek a transfer shall not be refused such transfer provided the player pays fifty percent (50%) of their outstanding subscriptions owing to a Member Club from their previous year with such Member Club.

A player transferring from one Affiliated League Club to another Affiliated League Club and who is under 19 years of age on the 31st December in the previous calendar year and has played a combined total of more than twenty (20) games at SANFL Under 18, Reserves and/or League Level will attract an additional two (2) points.
