This is what I first thought too, but if you think about it....

You can hit 1 to 20 with one dart.
You can get 21 by hitting tripple 7
You can get 22 by hitting double 11
but there is no way of getting 23 by hitting anything.

Well that's the theory I went by to answer it - so I hope that's right :lol:
