A new SA road question

Bower Road and Grand Junction Road around the Old Port Road intersection. This is the only place I can think of where the road is concrete/cement. Why is this bit of road this type of surface?

From memory, I think it was a trial section, the area was considered unstable, so it was an ideal place for the trial. The road has held up well, but it was probably too costly.

From memory,I have read an article where the pump station (the sink hole and little house on the corner of Bower and Old Pt Rd's) is constantly pumping water out from underneath the road way,out to the other side of the Jervois Bridge (Hart St).This IIRC is because this area of the Port/West Lakes region is one of the lowest lying,and therefore the 'swampiest' part of the area left,perhaps,as Ian has said,this was a trial.

Its one thing I notice a lot when Im watching American motorsport where they're racing on street circuits. Virtually every corner is cement. It seems like a very common practice in the US.
