It depends what you want to do and the size of the tinny. Just to give you some idea I have 10ft (3m) tinny it has a 5hp Suzuki 2 stroke on it. With this amount of power it can get on the plane with one person on board (speed around 30 kph) with two people on board it probably does about 20kph. A 2.5 hp on this size boat would probably not get on the plane and would be relatively slow but still faster than you could possibly row. The same would be true for a 5hp on a 4m tinny. The number of people or gear on the boat has a huge impact. We also have a houseboat that weighs 6 tonnes it only has a 25hp on it so speed is limited to about 9 kph, but speed isn't an issue on a houseboat. If I was going on the sea I think extra power is worth it, but on the river low power is oK because you are rarely more than 100m from the bank. It's horses for courses if you want speed 2.5hp is not really enough. There are fairly cheap brand new chinese outboards on ebay, I would also watch the marine section on Saturday in the Advertiser.
