Ineffectual council would be my guess. Compare Port Pirie golf club with Port Augusta golf club. Pirie is a useless dust bowl, PA is beautiful. I stand to be corrected but I reckon the respective councils own each one.

Interesting posts re Pirie and Augusta, I had always seen Pirie as a much nicer city, although I wouldn't know about things happening behind the scenes in Local Govt, in each city.

I can't talk about the golf course but nothing happens near the Pirie foresore due to all the 'materials' in the soil / sand. Anything removed has to be transported far away...cost is too high. Can't even get the channel dredged so you can easily retrieve your boat on low tide.
