i agree- plenty of times when I've done something slightly wrong, i've just mouthed the word "sorry", & the situation is immediately diffused. When I've been wronged, I tend not to make a big deal out of it.
It's not the incident, but the way people react to it that can be the problem.
As an aside, stopping at some lights the other morning, was greeted by not 1, but 2 hypodermic needles laying on the median strip...
