Mrs Wedgie has been in need of many taxis to get to the airport and they've always been spot on the time if booked.
I always book a taxi at least an hour out, very rarely have the need to just call one up and get a lift.
Will be catching one at 5am on Friday morning to get to the airport to go to Canberra but I'll be 'booking' my old man.
Simple story is, if you book you're laughing within that 20 min time frame, if you don't you're pushing it and it will come down to where you live.
If you need one everyday you'll have no problems.
Bigger is usually better too, my old man despite at some times working for a smaller company has always advised to call the biggest or one of the bigger companies as your chances are a lot better then too.
And if you're looking at just rocking up to a cab rank I know the only one my old man sits at in the mornings is the airport.

If i was "only" going to work, it's fine. But going to the airport (as answered when booked), it's not.
Also had a taxi driver no show at all, as he couldn't find my street, and gave up and went back to the city, without calling his depot.
I blame the high level of employment, it seems to me that many of the taxi drivers are very much the bottom of the "employment chain" and only got that job as no one else wanted it. And apologies to the nice, good, old regulars, but they seem to agree with me.
It's the same, if not worse, interstate.
A trick I have learned, when interstate, is NOT to tell the driver you aren't a local (unless you wan't the scenic route).
