Certainly sounds like poor building standards to me.
Mind you I've never lived in a flat or apartment, or even an attached house, so I may not know what the common standards are.

Sorry - I must have got a crossed link when I clicked on that reference the first time and up came something about a woman being chucked out of her accommodation for flushing the loo too often and annoying the neighbours. It didn't happen this time when I checked it!
