I thought every 13 year old boy knew that's what the softish cardboard cylinders in toilet rolls were for, not metal tubes, which were risky.
Of course there is the solution in the old novel "Portnoy's Complaint", and we all know the old Aussie "Dad & Dave" jokes including tree stumps.

Certainly sounds like poor building standards to me.
Mind you I've never lived in a flat or apartment, or even an attached house, so I may not know what the common standards are. :?

Sorry - I must have got a crossed link when I clicked on that reference the first time and up came something about a woman being chucked out of her accommodation for flushing the loo too often and annoying the neighbours. It didn't happen this time when I checked it! :?
