IF it would really cost over $100 million to move the Police Horses. what justification is there for having them?

They can be very useful in a riot or crowd as the police get a higher view.
Mind you when I was getting away from a rioting Croat crowd in Melbourne once they just threw marbles underneath the horses to make them near useless.
