Similar to what they want here. Melbourne didn't continue with it ... here is a small snippet from a report done afterwards..

The lesson there is that half measures don't work.
Shut pubs and clubs at 11pm Fridays and Saturdays, and 9pm the rest of the week.
The right idea is get the patrons out
before they are totally drunk and
more irresponsible than usual - and of course police public drunkenness and public nuisance,.
[ Out of vested interest, I'd give restaurants a little more leeway during the week for those consuming wine or beer leisurely with a substantial meal.
