Unfortunately the bloke working Tuesday is getting paid SFA.
That's why he chooses to work weekends to pickup the penalty rates.
Retail workers are generally the lowest paid already so reducing penalty rates cuts their income again.

You do realise many people who work weekends do so without choice, right?
