Every single one of these posts has at least one valid point. Just goes to show that there probably isn't any definitive right answer to this.

My understanding is there are both biscuits and cookies.

Biscuits are the ones like yoyos, scotch fingers, etc.

Cookies are chocolate chip, double chocolate, etc.

They're made differently.
