People slowing down in the wet
Everyone should slow down a bit in the wet - however traffic comes to almost a stop just because it's raining? it's a bit extreme, considering. the speed limit set is actually supposed to be applied to rain, hail or shine as it's been deemed safe to do so.
If you really feel the need to drive at half the allocated speed limit, because you're not comfortable driving then perhaps stay off the roads until the rain stops
Correct me if im wrong but the speed limits are just that, the maximum speed in which you are allowed to travel. You may choose to drive slower than that if those speeds make you uncomfortable.

At the end of the day drive to the conditions.
If you feel like you need to drive at 20km/he because it's that wet then pull over for 10mins.
