Only mandatory in A1.

You also need to nominate to the ATCA that you have them if you're not in A1 and use them.

I thought they were only mandatory come finals time.

Correct. Covers are not mandatory in A1, but I believe they are mandatory in all A grade competitions if you want to host a Grand Final. I'm sure they will become mandatory in A1 at some stage.
