United also struggling for junior numbers so there could be a junior merger of Hamley and United as Bylth and Brinkworth have done this year and Bute and Paskeville have done for quite a while but maintain separate senior teams.

Not good. Hard for blokes living in town to justify making the trip up to Mallala for training over the next couple of weeks with numbers like that. Feel for Gouldy - not sure what the answer is

Can’t disagree with him.
And then you look just across the paddocks and the BLG is booming!

Kind of helps when the smallest BLGFA town is still bigger than the largest APFL town.

Clubs that are unable to retain players will always struggle, with or without an APPS in place, so I'm not sure how the APFL Board is to blame. Doesn't matter if you have 10, 12, 16 or 21 player points every year, if you can't retain "points players" for multiple years you will struggle. Try having 6 or 7 points and see how you go - that's when it gets bloody tough.

Two Wells and HWE have done it better than anyone over recent years, and its no surprise that they are on top of the ladder at the moment. Yes, TW have always had plenty of juniors, but HWE certainly have not been blessed with big numbers of colts over recent years. Both clubs have used their points on players that appear to have come to their club with the intention of staying for a long period of time.

The biggest concern for many clubs is the lack of juniors, particularly at clubs outside of major townships (e.g. United, HWE). United are to be commended for the effort they are putting in to address this issue at their club.

Also helps when you have a good board running the show

Surely just let them have the extra points. Would a couple more players really give them that big a jump or advantage? Also weren't Virginia given extra points last year on the condition that other clubs got some points too? Just do the same. Would only benefit the comp as a whole.

Every team in every division in the amateur league gets a 15 point allowance. Crazy seeing clubs like Hummocks only with 11 and United with 13. Two Wells have just the 7 allowed. But does this suggest the extra allowance for one or two 3 point players will bridge that gap? No wonder this league see's the same top 4 every year.
