If so why is everyone on notice and the league hasn’t made the person and club accountable
It’s happened before and the league dealt with it

It's all part of it.
It also has a lot to do with the abuse coming from some coaches boxes.
Agree, deal with the clubs who are transgressing rather than tar everyone with the same brush.
Our umpire against AV on the weekend dealt with it perfectly. Sent players off, paid free kicks reported a player and I even heard reported a waterboy.
Stopped most of the crap inside 15 minutes right there.

No, that isn't the case from what I have read & heard, there have been a few minor incidents that need to be nipped in the bud before they do become something bigger, that is why it was a generic email to all clubs, it was not singling out any particular club yet at the same time have all clubs be vigilant of their own.
Do they have "Ground Marshall's" or "Match Day Officials" in the APFL?

No ""Official match day police"" but understand it is up to the clubs APFL rep to Police the rules. Funny thing is that we get these ""Make believe cops "" during finals, if the league is worried hire them every week.

In the metro area's all grades from Under 6's up have a MDO, they go out and see the umpires each quarter and the umpires will liaise with them if there's anything unruly going on off the field, the MDO goes and addresses their own supporters if need be.

I don't think the league need to employ such people for minor round games, it would come as an extra cost to the clubs, in the finals there are many randoms there so it is understandable to fork out the cost for security, the alcohol inspections alone would make the costs sustainable as your average Joe on the gate would get told where to go if he wanted to inspect everybody's car upon entry.

Are you sure your source is reliable?

Both coaches are pretty placid and good blokes so I'd draw a line through them and I'm sure it would've surfaced a bit louder if it was a spectator given the clamp down that has taken place recently.
