      Victoria failed to test enough when second wave seeded: testing chief

      Victoria's health authorities were not running enough tests in May, letting a small and known outbreak turn into a second wave that forced the state back into lockdown, the new head of the state’s testing strategy has admitted.

      Health authorities were alerted to a staff member at a quarantine hotel falling sick on May 26. Yet over the next seven days, the state’s daily testing average actually declined, official figures show – falling from 8047 on the 26th to just 6295 on June 2.

      By way of comparison, in the first two weeks of October the state was doing about 12,800 tests a day, despite case numbers in single digits. In mid-July about 27,000 tests were being done daily.

      Jeroen Weimar, Daniel Andrews' former transport boss, has been parachuted in to run Victoria's revamped contact tracing.

      While much of the blame for Victoria’s second wave has been slated to the hotel quarantine scandal, the state also was not testing enough to contain the virus, said Victoria’s new testing commander Jeroen Weimar.

      “Our level of testing at the time of seeding was far, far lower. That’s one of the lessons we have had to learn,” he told The Sunday Age.

      Two security guards fell sick in NSW’s hotel quarantine in August, but did not trigger a second wave. The state averaged 22,882 tests a day in that month, several times the amount Victoria was doing when its second wave was seeded.

      Professor Catherine Bennett, chair of epidemiology at Deakin University, said testing was foundational for controlling the virus.

      “Testing is our eyes. We didn’t see the extent of spread till it was too late. So we were flying blind,” she said.

      Mr Weimar is aiming to do between 15,000 and 20,000 tests every day, all turned around within 24 hours, even when the state reopens.

      In addition to symptomatic testing, sentinel testing sites will be set up at high-risk workplaces including aged care and meatworks, with every worker tested.

      The expectation is, if the virus is circulating in the community, it will likely show up at these high-risk locations.

      Major investments in testing labs will allow up to 35,000 tests to be turned around every day by early next year.

      Millions more is being spent on an evaluation of rapid point-of-care antigen tests, which are cheap and claim to be able to provide results within 15 minutes. It remains unclear if they are accurate enough to be useful.

      The investment was already paying dividends, Mr Weimar said. After an outbreak emerged in Casey in September, “we just flooded the place [with testing]”.

      Almost 15,000 tests were done in Dandenong and Casey over two weeks, a 50 per cent increase.

      People faced long waits at COVID-19 testing sites in Shepparton on Wednesday.

      “That outbreak has really stabilised. You had 44 cases, if that breaks into the broader community that’s potentially a huge outbreak," Mr Weimar said.

      But reports from Shepparton of overwhelmed testing clinics, with some people turned away, suggest the state is not out of the woods yet.

      Epidemiologist Mary-Louise McLaws, a UNSW professor and World Health Organisation advisor, said Victoria should consider deploying mass testing for those without symptoms or who aren’t close contacts of a positive case.

      This would help track down asymptomatic cases which may inadvertently be spreading the virus in the community, she said.

      “I would be opening up a test clinic in [hotspot] areas in the shopping malls and ask everyone to get tested, even without symptoms,” she said.

      What future can Melbourne expect after COVID?
      Currently, people who get tested must self-isolate until they get their result. However Professor McLaws said this requirement could be relaxed for people who don’t have symptoms as a way of encouraging participation.

      “You may as well say everyone without symptoms get tested but continue to wear masks and go to work,” she said.

      “They won't turn up if you say ‘by the way you have to stay home for a couple of days to get your test result’.”

      Earlier this week, Chief Health Officer Brett Sutton downplayed the need to expand testing to asymptomatic people in response to outbreaks in places like the Chadstone shopping centre.

      “An approach of testing every single asymptomatic person in a particular setting, when there are tens of thousands coming on a daily basis, is not value for money and is not necessarily a proportionate approach,” he said.


      CHO Sutton has turned out to be a spud & another Victorian Govt official with selective memory.

      Hotel inquiry to hold extraordinary sitting as new emails contradict Sutton's account

      Victoria’s Chief Health Officer Brett Sutton actively authorised an email on the day in March that the state's hotel quarantine was set up telling the federal government that private security guards were going to be used to guard returning travellers.

      The emails obtained by The Age contradict Professor Sutton's written and verbal testimony to the hotel quarantine inquiry, in which he said he had not been aware of the use of private security until late May, after the devastating COVID-19 outbreak had occurred.

      Victoria's Chief Health Officer Professor Brett Sutton said he did not know about private security until May.

      The series of emails was not tendered to the Board of Inquiry by the Department of Health and Human Services, even though they were required to provide all relevant materials. The inquiry announced on Friday it would hold an extraordinary sitting on October 20, though it's not known what the sitting is for or who will be asked to appear.

      Several departmental sources have this week claimed to The Age that a deliberate decision was made by DHHS and its legal advisers not to give certain emails to the inquiry.

      "There was much debate but a decision was made that the department could get away with claiming they weren't relevant," said one source, who cannot be identified. Under Victoria’s Inquiries Act, it is an offence to hinder, obstruct or mislead an inquiry.


      The timing is important because, as the most visible health official in the Andrews government, Professor Sutton might have been able to use his authority to raise questions about the use of private security guards, as he later did, on the basis that a casual and ill-trained workforce was not equipped to work in the hazardous environment of hotel quarantine.

      A spokesman for the health department said in response to questions that a thorough and rapid search for documents had been conducted when the inquiry was set up. In mid-July, the inquiry had clarified that only documents deemed the "most relevant" and of "greatest assistance" should be provided, amounting to about 600 documents. The department had now provided 4000 documents and this week was asked for a further two by the inquiry, the spokesman said.

      "DHHS remains committed to working collaboratively with the board, and providing its full, frank and timely co-operation with any requests."

      The missing email chain shows Professor Sutton directing another health department official to answer a series of questions posed by the federal Department of Home Affairs about Victoria's hotel quarantine arrangements, and then acknowledging the response from his department.

      Government sources with knowledge of the situation have confirmed that the Department of Health and Human Services provided the inquiry with further emails on Friday after receiving a notice to produce. The notice came after The Age had alerted the inquiry to the existence of fresh emails.

      Just hours after the National Cabinet decided on March 27 to place all international arrivals into 14-days mandatory hotel quarantine, Professor Sutton received an email from Sandra Jeffrey, the assistant secretary in Home Affairs for border measures.

      In answer to question four from Ms Jeffrey about security arrangements, the DHHS response stated: “Directions will be provided to passengers as the (sic) disembark and will be supported by Victoria Police at the airport. Private security is being contracted to provide security at the hotels with escalation arrangements to VicPol as needed.” Professor Sutton was copied on this email.

      In his witness statement and in testimony on September 16, Professor Sutton repeatedly said he did not know private security was being used in hotels until after a COVID-19 outbreak in guards and hotel staff at Rydges in late May.

      “I have not been involved in giving directions, instructions or guidance to private security contractors. As explained, prior to the outbreaks I was not aware that security guards were being used,” the Chief Health Officer said in his written statement.

      He admitted that, with the benefit of hindsight, that relying upon private security was a health risk because of the vulnerabilities and demographics of the workforce.

      The material that was initially withheld from the inquiry also includes an April 1 email outlining a command structure for overseeing detained people that put the Chief Health Officer in charge, supported by other members of the public health team.

      “It is important that all direction, policy, reporting and arrangements do not break this chain,” the email said. “This strict view is vital to safeguard the wellbeing and duty of care owed by the State to these people and legal and other risks to the department and its staff, who are administering the detention regime on behalf of the Deputy Chief Health Officer and Chief Health Officer.”

      However, in reality, the public health team was sidelined from the operational side of the quarantine program, according to evidence before the inquiry.

      Premier Daniel Andrews said on Friday that Professor Sutton’s absence from the daily COVID-19 media conference had nothing to do with the doubts over his evidence to the inquiry. Mr Andrews said he did not know anything about the matter.

      “I know not much more than those [this morning’s] reports ... that’s not a great surprise because this is a matter between the Chief Health Officer, the Department and the board [of inquiry].”

      Asked if he was confident Professor Sutton’s evidence to the inquiry was true and correct, Mr Andrews said: “I have no reason not to be but those matters will be followed up by the board.”

      State Opposition Leader Michael O’Brien said Professor Sutton should be recalled by the inquiry to explain the contradiction in his evidence. Shadow attorney-general Ed O'Donohue wrote to the head of the inquiry, Judge Jennifer Coate, on Friday to urge her to seek a time extension from the Governor-in-Council in order to recall several witnesses, including Professor Sutton, for further examination.

      Late Friday, Professor Sutton issued a statement saying the evidence he gave to the Board of Inquiry was honest and to the best of his knowledge at the time.

      "If I am asked to appear before the Board again, I will of course cooperate fully and be frank and honest, as I always have been."

      Not Border forces problem.
      It’s up to the individual states who decides who enters and as Victoria has an open border you can’t stop them.
      The issue is the Feds did the bubble arrangement on the fly and they were naive to think this wouldn’t happen. Pretty poorly implemented program by Scotty

      5 Kiwis landed in Sydney airport and flew to Adelaide, SA didn't know they were coming.

      Now in hotel quarantine.



      SA Police confirmed to 7NEWS that five New Zealand travellers “unexpectedly” arrived at Adelaide Airport from Sydney on Sunday.

      The group has been placed into medi-hotels and will be forced to complete 14 days quarantine.

      SA Police says it will take steps to ensure the rules cannot be flouted in future.

      “There will be an increase in public information to ensure sufficient information is being disseminated in SA and NSW to advise travellers of the requirement to quarantine if travelling on to SA,” a spokesperson said.
