I haven't checked the Victorian Act (I'll do it later) but the SA Govt and officials have immunity for that sort of thing under the COVID-19 Emergency Response Act 2020

Cathay have announced they are eliminating 8,500 jobs.

I'm no lawyer but there is definitely no corresponding indemnity in the Victorian legislation: Public Health and Wellbeing Act 2008 or
COVID-19 Omnibus (Emergency Measures) Act 2020

The plot thicken and maybe the glass window is clearer as to why they are denying knowledge

I have no doubt on reflection in 10 years time if this was to happen again there would be a different approach based on the learnings from now.

In fairness to governments globally this was such a rare event which no one had ever dealt with before.

A couple of points:

Every public health dept has (should have had) a plan in place. These plans are put together by people properly qualified in a number of relevant areas including, and most importantly, public health (Ie) this sort of event.
I’ve read the SA legislation and it would appear that they instituted it despite a few hiccups. Here we are.
The SA State Govt (Cabinet) assigned power to the State Administrator (Police Chief), CMO & senior PS.

The Victorians, basically, chucked theirs out the window as politicians interfered and made decisions for political purposes. There they are. Mind you, their Police Commissioner didn’t want anything to do with the quarantine scheme as shown by evidence to the inquiry.

The problem now is the SA administrators are too scared to open the state back up for fear of getting a 2nd wave.
That’s where the anger comes from. Yes; they have smashed the 2nd wave by shutting the place completely down. But, maybe, if the government had instituted the established plan, they wouldn’t have had to.
Imagine where the Australian economy would be if Victoria’s 2nd wave hadn’t happened. We would have been in “Covid normal” months ago

There’s a Netflix doco on pandemics. I started watching it. Time to revisit

These should have been deployed a few months ago, but then the Police knew people were gathering in public and didnt issue any fines/warning

Good numbers from Victoria again today and the all important Dan scale (14 day rolling ave) is at 5.5.

Victoria's main issue is that Vic Heath are that much of a rabble they couldn't contract trace a drunk stumbing out of a pub.

People say Dan will be replaced, Well yeah Probably but Christ have you seen the Vic Liberal party lol makes the SA Libs look me a well oiled machine. Tim Smith hahahaha.
