The problem is that every wanker thinks that every other wanker will rush off to the shops and buy all the stock (which some wanker always does), which triggers the first wanker to rush in and do the same (or get in first), and then every first wanker in the community triggers a second wanker and so on. The more wankers they see rushing off, the more other wankers get triggered to do the same, next thing you know there's a queue of wankers lining up to get inside a supermarket only to find when they get inside that some other wanker has gotten in first and taken all of the toilet paper.... just like they knew the other wankers would! Bloody wankers.

Because you aren't traceable at people's houses, I think it's more of control than prevention at a guess.
