Mount Gambier MP Troy Bell to quit parliament on Tuesday after losing appeal against theft guilty verdict
Guilty thief and MP Troy Bell is set to step down from parliament in the coming days, with the chance of a by-election being held just weeks before the state election.
Mount Gambier MP who was found guilty of stealing $400,000 from vulnerable and at-risk kids, will quit parliament on Tuesday morning, triggering official talks about sending voters to the polls months before the state election.
It is understood Troy Bell will send a resignation letter electronically to Speaker Leon Bignell, like former Liberal leader and subsequentlyconvicted cocaine supplier David Speirs did when he ended his political career last October.
Mr Bell last Thursday said he would quit parliament after the Court of Appeal dismissed his bid to overturn a jury’s guilty verdict.
His official resignation will start a process by which the Speaker seeks advice on whether to stage a by-election in the seat of Mount Gambier, which includes the state’s second-biggest city.
Mr Bignell will seek advice from state Electoral Commissioner Mick Sherry and House of Assembly Clerk Rick Crump.
A decision is expected by the end of the week on whether to stage a by-election or wait to replace Mr Bell until the next state election, on March 21 next year.
The Bragg by-election, on July 2, 2022, cost $546,000 to conduct, according to the SA Electoral Commission. This was equivalent to $20.53 per elector.
Premier Peter Malinauskas on Monday said Labor would conduct Mount Gambier preselections promptly, in case there was a by-election, and would “welcome the contest if that happens”.
“The balancing act here is this – and this is what the Electoral Commission will be turning their mind to – is it worth having a by-election so close to the state election, given that it costs around about a million dollars for a by-election?” he said.
“Then, in turn, that person will only be elected to be in parliament for something like six to nine sitting days. Is that worth it?
“That’s a judgement that the Electoral Commission will have to make in their advice to the Speaker.”
Mr Bell, 52, was elected as a Liberal at the 2014 state election, then quit the party in 2017 to stand as an independent after theft charges against him were revealed.
