I think they're harshly judged.
The key word is "predict", given the ever changing climate it's almost like "predicting" what will happen is getting harder particularly with the sub-tropical conditions we're seeing more and more of in South Australia, its volatile and unpredictable.

I reckon I read that there was a new model they've adopted in the last year or so that's lead to the increase of complaints
