its the only structure with roughly the same amount of games that actually makes sense and is fair. it also has the added benefit of making the games down the bottom of the ladder more interesting for longer - if you are 14th you still have a hope of div 2 finals and being promoted to div 1

If the AFL didn't create the 2 expansion sides they could have done a 30 game season quite easily I reckon.
