It's possible it is coming through the retaining wall from higher ground next door without being visible over the fence because it is flowing through next door's sub-soil rather than over the surface.

Up here in the hills I have a spot where the garden area around my house is cut into a cliff face, and, from about May till October, you can see water oozing out of the soil and cracks in the rock face constantly. I've had to put in extra drainage to reduce its tendency to flood the back verandah when rain adds to the flow, as the old drains had clogged up over time.

It usually pays to have the highest block in the area, but that's why those blocks cost more.

One thing that shits me is when people whinge about the weather, no matter the conditions.

One day it's too hot and dry for folks, the next it's too bloody wet for them. I embrace all the conditions.

Wet weather usually doesn't bother me, especially in the 4wd. But when it took me 2.5hrs to get to work, that gave me the sh1ts.

You're lucky, you have a really short drive to work. In fact, if you used the back streets, you wouldn't have to put up with traffic at all!

actually didn't see any muppets on the road today. But it is a bit hard when the traffic is moving so slowly.

Could be as simple as the back neighbors irrigation either running too long (it has been 40+) or having a nicked pipe near the boundary. Just ask them could you check it out, most would be grateful if you found a leak. Alternately when the stormwater goes in ask the builder to T off a pipe to the back wall to pick it up when the garden goes in.
On that, is the stormwater in your price? If not you may want to check the specs if you need the stormwater is too be connected to the toilet etc, some of my clients are hit with this once the building is handed over & it's a killer variation to add to the outside extras you have to pay for.
Hey soccer you owe us 45million.

First paragraph by Psyber is spot on I reckon.
You will need to put in a drain.
