I don't even know where to start. :(

I hate this house. I truly, truly hate it.
If I EVER meet Murphy, I'm going to stab the prick.

It's possible it is coming through the retaining wall from higher ground next door without being visible over the fence because it is flowing through next door's sub-soil rather than over the surface.

Up here in the hills I have a spot where the garden area around my house is cut into a cliff face, and, from about May till October, you can see water oozing out of the soil and cracks in the rock face constantly. I've had to put in extra drainage to reduce its tendency to flood the back verandah when rain adds to the flow, as the old drains had clogged up over time.

It usually pays to have the highest block in the area, but that's why those blocks cost more.

Could be as simple as the back neighbors irrigation either running too long (it has been 40+) or having a nicked pipe near the boundary. Just ask them could you check it out, most would be grateful if you found a leak. Alternately when the stormwater goes in ask the builder to T off a pipe to the back wall to pick it up when the garden goes in.
On that, is the stormwater in your price? If not you may want to check the specs if you need the stormwater is too be connected to the toilet etc, some of my clients are hit with this once the building is handed over & it's a killer variation to add to the outside extras you have to pay for.

Need I remind you @Footy Chick stormwater is not included in your contract ;)

neither is a rainwater tank which does need to be connected to your toilet. However, we do provide the pipes and a GPO for you to hook everything up to..... :)

I've never heard of an external power point being called a GPO either.
I guess it is trade code like calling the smallest bedroom a Utility Room because it is really too small for a bedroom.

My house has 5 GPOs then - two doubles out back and a single in the meter box.

GPO's can come in either and inside or outside applications.

They're power points. It's the point where we get our power from. If it was general purpose it would pick up my dog shit for me, mow my lawns, hang washing out. You know, cover the general requirements around the house. ;)
