There is a bit of irony that this situation could reverse the flow of players heading bush and bring the momentum back to city clubs that have copped player losses for year after year.

Country leagues won't go ahead if the salary cap is reduced to $0. Many clubs simply won't have enough players. The big towns with populations will be fine, the smaller towns will most certainly struggle.
