So what was Farmer's second lowest return for a match? And what was his lowest return for a full match?
The Don Bradman of full forwards IMO.

The Football Times Year Book in 1980 had an article about him. The goals and number of times are thus:

23 goals - 1 time
16 - 2
15 - 2
14 - 1
13 - 4
12 - 6
11 - 9
10 - 12
9 - 18
8 - 21
7 - 18
6 - 22
5 - 28
4 - 34
3 - 27
2 - 13
1 - 5
0 - 1

Round 11 1932 was the round he went off injured with a twisted ankle in the first 10 minutes.
He missed the next game, then 'only' scored 2, 2, 3 and 4 goals in the next four matches. That was his lowest 4 week period.

Without detracting from the great Ken Farmer, can I make an honourable mention of Norwood's Bruce Schultz.

Schultz played 124 games for Norwood from 1933-1941 (Captain in 1940), kicking 669 goals. He played 6 state games and was the SANFL's leading goalkicker in 1941. Last year he was made an innaugural member of the Norwood Hall of Fame. This was his (abridged) tribute.

On Average - Only 4 better

Bruce Schultz kicked 5.4 goals a game for Norwood. That average is the fifth highest in the history of senior mainland Australian footy, and ahead of Lockett, Dunstall and Ablett. In 124 games he kicked 669 goals, with his 100th goal for the 1941 season coming as early as round 13. Minutes later, a knee injury put paid to his career in only his ninth season.

Despite playing in the shadow of Ken Farmer, who heads the all-time list with 6.3 goals a game, Bruce shone through in his own right.

He kicked 10 or more goals in a game on 12 occasions, with a best of 19 and two 'posters' the week before his career ended. Despite his early finish in 1941, Bruce won the SANFL goalkicking for the only time (in 1941) with an average of 8.5 goals a game.

For country leagues, Phil would be right up there.
Is there real standouts for country league full forwards.
I know Troy Olsen from the Mid West league is pretty dominant, any others along with Olsen and Smith?
