Norwood with 18. Then the following:
Port - 17
Torrens - 17
North - 9
Eagles - 5
West - 4
Central - 4
Glenelg - 4
Sturt - 3
South - 2
Woodville - 2

I now have the win loss records from every year up until this weekend. I was able to find a newspaper which covered the Reserves with quite a bit of detail back in 1920 - the Express & Telegraph.
