If I were in Tony Abbott's place I'd be pointing out the reports I've read that it began in 2009 under guess who and that of course it will be discontinued under us. (The doesn't mean I wouldn't let it start again later much more discreetly if I thought there were good grounds for doing so. )
He knows that he can't do that and get away with it. Phone tapping was occurring well before the Labor government came in. Ask lil Johnny about it. Edward Snowden just revealed the 2009 tapping.

Admittedly the personal phone tapping of the Indonesian President and his close network did not start until 2009 but the general phone tapping that initially upset him was happening prior to Rudd being elected. Remember that the initial event that upset President Yudhoyono was the general spying. This was prior to the personal phone-tapping being revealed. Yes, it escalated as a result but Yudhoyono had already stated that he would not support Australian policies at this time.
