Not so sure if all the talk is about this mystery bloke foggy, just more about how the new points system works and how many he will/should attract. I guess its because its the first known example of how the new points system might work to somebody new to the area.

Don't you need a plausible reason to deny a clearance? Usually they are financial reasons from what I've heard at other clubs.

Yes, normally you do, but clearances from club to club can still be denied for a reason such as required player. Its a crap rule but it does stop clubs from poaching players
