The
wind chill factor and the
heat index have been used in meteorology in North America for years.
In essence, the wind chill factor is the apparent decrease in air temperature your body feels due to the flow of air. This factor will always determine a lower reading than the air temperature reading.
The heat index applies when this apparent temperature is higher than the air temperature.
