Had the same thing when I moved into my current house. Didnt cost anywhere near that much to get it sorted, but did delay getting connected. Takes a Telstra tech half hour to fix the problem

The sub is cranked and it causes all of our windows to vibrate and the fence to buzz... its not just loud its deafening. NYE was just ridiculous. We have rung the police on a number of occassions and they stop for a couple of days and then start up again. The Jnr Jases dont actually like being home anymore and we have to put them into our bed as its not quite as bad in there...

Sh!t sandwich of a situation, there. There are residential tenancies databases, but I think they're dedicated for landlords/agents in assessing whether a potential tenant is suitable and not for the general public.
There's a way of finding out who the owner/registered proprietor of the land is, but you'd need to know your neighbour's name to be of any use to you.
Presuming they do rent, it's a breach of their residential tenancy agreement (also presuming they're under one) if the tenant causes or permits a nuisance, or if they cause or permit an interference with the reasonable peace, comfort or privacy of another person who resides in the immediate vicinity of the premises. Of course, you'd have to somehow prove such interference had happened. Noise impacts can be a difficult thing to prove.
The landlord can terminate the agreement for such a breach. You'd then have to find their landlord/agent and dob them in. Whether they give a stuff about tenant noise to boot them out and lose rental income is the question. I'd say it's pretty unlikely. The neighbour could also appeal to the Tribunal if booted out.

I went through the exact same bullshit at my current place (old and I suspect had been vacant for awhile) with iiNet & Telstra each blaming the other about why I couldn't get my internet/Naked DSL phone connected. What I was told off the record is that if a place has been vacant for awhile and I can't remember the technical language because the whole thing pissed me off too much (2-3 month process) but I was told my port or something would've been reallocated at the exchange.
They were even trying to say trenches might need to be dug even though the place has a phone line and did in the past. I was able to get a previous tenants old landline phone number here through the agent and then Telstra through iiNet came out a good month or so later mucked around in the phone line hole out the front for about half an hour and eventually established a dial tone.
