How is it going to work? 3 divisions of A Grade or 4?
There was plenty of outright wins in A4 this year as it was. Goodwood's B grade won the A4 and their C grade played finals in B1. Can't expect 8 B grade sides to come up into A4 next season.

HI All Club Secretaries,
At last night’s (14th April) Board of Management meeting the much discussed decision as to the preferred program restructure is now finalised. All board members were given the opportunity to make a case as to what they believed to be the best format for next season.
The general thoughts surrounded the pros and cons of both the 10 and 12 team structure and the future of the 8 team structure as follows
10 team structure provided an even program and what appears to be a closer and more competitive competition with the unique possibility of a majority of clubs going into round 9 either having a chance of making the finals but also a possibility of facing relegation. This situation has its positives and also the harsh reality of relegation for a close loss. The symmetry of the competition aside the reducing now of two day cricket is somewhat disadvantageous to the competition. It also meant that the Association had to structure a separate competition (T20) to fill the void on spare Saturdays, this competition being played on the Saturday has not been warmly embraced by a substantial number of clubs.
12 team structure for obvious reasons does not give you an uniform competition but does increase the number of two day cricket played which is traditionally what the ATCA is built on. Some research shows most of the cricket competitions within Australia has a fixture which includes a mixture of two day games and one day games included into the program. It also lessens the impact on the competition where play is lost due to adverse weather or implementation of the Heat Policy.
8 team structure much the same as the 10 team structure would give you an even and close competition for most seasons but does limit the number of clubs striving to play in the A’ grade competition and if we were to go down this track the 10 team format would be chosen above the 8 team format. The other issue would be the amount of one day cricket having to be played, the Board though did consider it maybe something that could be looked at in the future for the lower grades.
At the end of much debate a motion was moved that the ATCA Board of Management revert back to the 12 team format, once this motion received a seconder and a show of hands indicated a clear majority in favour of the motion.
In closing the Board of Management is fully aware that whatever decision they made would not be acknowledged by all clubs and draw disapproval from some clubs but is confident they listened to clubs and had the foresight to trial the 10 team format for 2 seasons but believed the move back to the traditional 12 team format best suits the ATCA clubs.
The method as to how promotion/ relegation is applied as follows.
· 12 team format to be managed using same format as 2011/12. That is the bottom team will be relegated from A1 and 3 teams will be promoted from the A2 competition
· then bottom team relegated from A2 and 5 teams promoted from A3
· This will have flowing effect as we move done the grades.
· The ATCA will fill vacancies within the A4 grade at its discretion

It's just a name, if it's called A4 or called B1 it won't change the teams in it.
B-grade sides will be allowed into A3 as was the case pre the 10 team trial.

Tread very carefully. Depending on what Grade you are in you might have difficulty in attracting the right type of person for your purpose. Unless you are in A1/A2 then this is probably a waste of time for you.

I have seen this work well in Mildura to the point where most clubs will have an import each season, offering terms along the lines you mentioned.
especially from England where the seasons are opposite - 18months of cricket
