No, as per the RC, no system was in in place to ensure that Aged Care was safeguarded from external COVID. It was a Federal responsibility to establish that system.

Yes the Feds should have better protocols but again why hasn’t there been thousands of deaths in NSW considering they took on double the arrivals that Victoria did?
Perhaps using Uber drivers to run hotel quarantine without supervision wasn’t a good idea. Most of the deaths and cases have been traced to the hotel quarantine bungle.
One state has been economically crippled for the next 20 years and cut off like leper’s

I’m not sure how you can say HQ had nothing to do with it when genomic tracing has pinpointed nearly all cases back to the Rydges hotel. Absolutely the tracing got away from them and from my understanding when the SA team eventually went over there the claim that they were a week too late and Victoria really should have asked for help sooner

My point is that source irrelevant, compared to delayed lockdown and inadequate contact tracing. The issue is not that a security guard became a super-spreader, but that there was not aggressive cluster management and safeguards for high-risk settings.

Brilliant graph/timeline of COVID clusters in Vic. Most countries have given up aggressive contact tracing once new daily cases exceed 40, so a truly inspiring outcome by the Victorian people. A model that will be copied worldwide no doubt.
