Correct, it can be piped anywhere. From what I've read though, it seems to be a sought after commodity ( water ) in both the production and storage process. As such, the remoteness of our outback, and the very, very dry arid land does not really lend itself to either. So, coastal locations would be a preference.
The cooling ponds are short -term local storage at the reactor site prior to the vitrification for long term storage that I posted a link to on the previous page. The longer term storage site does not need to be near water.
Reactors normally need to be near a water supply, but some newer models use other cooling methods

i was about to say, you cant really expect those other charges to be removed if they add a land tax...... actually, wasnt stamp duty supposed to be abolished with the introduction of the gst? they will probably end up doing both land tax and the stamp duty

I cant recall about land tax and the GST. But you could be right, mighy as well go with both lol.
On top of the "hidden" land taxes in water and council rates there is already land tax if you own over a certain amount. This change just makes it wide spread.
